The results show that: ① path effects and capital stock of the four regions to undertaking industrial transfer have a significant positive correlation; ② human resources to undertaking industrial transfer have a positive correlation, but significantly difference in the various regions; ③ labor costs to undertaking industrial transfer have a negative correlation, but not significant in northeast region. In addition to the central region, the economic scale to undertaking industrial transfer has no correlation. To promote industrial transfer, local government and entrepreneurs of Midwest should give full play to the comparative advantage, and according to the different impacting elements, formulated macroeconomic policies and micro investment attract strategy.
